What is DORA?

The Digital Operational Resilience Act (DORA) is a response to the European Commission’s Digital Finance Strategy (September 2020). It addresses risks posed by the digital transformation of financial services through a consistent regulatory framework for digital operational resilience. ​

More than 22,000 financial institutions and ICT service providers based in the EU will be subject to DORA. Most financial market participants – including banks, investment companies, insurance companies and intermediaries, data reporting providers, and cloud service providers – will be subject to the DORA regulatory framework.​

After the 17 January 2025 deadline, enforcement will fall to designated regulators in each EU member state, known as the “competent authorities”. These authorities can enforce:

  • Administrative fines for non-compliance.​
  • Withdrawal of authorisation from financial institutions that consistently fail to comply with DORA.​
  • Public reprimands of institutions that fail to comply with DORA’s requirements.​
  • Orders for compensatory damages to the clients, customers or third parties of a financial institution that suffer a loss due to its DORA non-compliance. ​
  • Remedial measures to address any weaknesses or failures in a financial institution’s operational resilience.
